Background
The FCC’s Robocall Mitigation Database (RMD) is the second most powerful tool in the fight against robocalls. Since July 2021, the FCC has required all voice service providers to register with the RMD and declare what steps they take to reduce robocalls. This, combined with regular tracing of illegal robocalls, has created a deterrent effect that has reduced robocalls 59%.
Additional reductions in illegal robocalls are possible with stricter identification requirements for RMD registrants.
Analysis
There have been multiple incidents of criminals filing fraudulent registrations with the RMD in or to be able to connect with legitimate US voice service providers. In some cases, filings were made using the names of real US telecom providers. In other cases, straw businesses entities were created using the names of real US persons was without those individuals’ consent. In other cases, look alike websites and e-mail addresses were created using the names legitimate voice service providers registered in the RMD.
On September 29, 2023 the FCC released a report on industry traceback data . The report showed 21 alleged government/law enforcement impersonation calls had been traced to a VoIP provider called “taconictelcom” between April 7 and May 4, 2023. These calls were labeled as “imposter.” “Taconictelcom” (exact spelling) filed with the RMD on March 15, 2023. The declaration was signed by “Maria Valentin, CEO.” The website taconictelcom.com was registered on March 13, 2023. As of October 29, 2023, this website and associated e-mail exchange are no longer active. Taconic TelCom Corp. is a subsidiary of large, established telecom carrier Consolidated Communication. There does not appear to be an executive named Maria Valentin at Consolidated.
As of January 1, 2024 “taconictelcom” is still listed in the Robocall Mitigation Database.
43 different voice service providers are registered in the RMD at 1309 Coffeen Ave., Sheridan, WY 82801. Another 37 voice service providers are registered at 30 N Gould St., Sheridan, WY 82801. Many of these business entities appear to actually be operating overseas.
Implications for Policy Makers
Additional deterrent effects and reductions in robocalls are likely attainable by applying Know Your Customer (KTYC) standards to RMD registrants.
- Robocall mitigations plans can be reviewed prior to adding providers to the database.
- Providers that certified that they have fully implemented SHAKEN-STIR can be compared against STI registration.
- Contact phone numbers, e-mail addresses, and mailing addresses can be verified annually.
